Nothing here really strikes me as all that expensive, except for maybe the Alexander Docks. The Alexander Shared Street project would cost something, but Alexander was looking a little beat up anyway (and probably even worse with the wear from the GreatWest Metal project), so it could be done with existing road renewal money.
