They'd be the official opposition in this Parliament, so clearly a major party. (Tories of Canada would be a minority govt with ~120 seats and the Opposition would be the Ontario Bloc with ~80.)
To answer your question: kinda.
Scheer's version of the CPC could've been said to be the Prairie Bloc as well; doing well there and having (nearly only) the interests of that region in mind, with the price to pay being that they are too regionally-focused to ever form government.
