The only Raison d'Etre of the REM is to allow the CDPQ as its promoter to milk the Quebec taxpayer by charging him an obscene
72 cents per passenger-km. Operational aspects, like the integration into existing or planned transportation networks are just an afterthought, as are the actual needs of passengers. There is a reason why nowhere else in the world, the design (not just: construction and/or operation) of transportation networks is outsourced to a private company, let alone a rogue pension fund like the CDPQ...
