I would compare that to I-29 in North Dakota, in particular the stretch between Grand Forks and the border. It feels very empty, I have never seen anything resembling "traffic" as we tend to think of it. It's overbuilt relative to the use it gets... I can only imagine what it must have been like when it opened in the 70s.
The situation near Bangor sounds even more pronounced.
