This project is as of right for zoning, so it is approved.

What it’s waiting on is site plan approval - which is more of a technical clearance. It’s quite common to start construction on condos before clearing site plan as the types of details being worked out don’t effect excavation. You just have to make sure the details are worked out by the time the foundation is poured as you have to make sure you won’t be moving columns any more. Even then, details like material selection, parking signage, etc can still be in works. It’s not uncommon for buildings to reach final site plan clearance after it’s topped out.

Vrancor is very much flying by night on their king street project and took a risk on their zoning application last minute. That one is solely his problem, not the City’s fault.
