Any mayor can object to whatever is proposed after approval is given, but would likely be overuled by the council. The specific matter the city has here involves the messy lease with the state and the Grand Hyatt, which runs to around 2077. But the reason Bloomberg withdrew the midtown east rezoning when he was in office was because he couldn’t get the support to push it through. De Blasio promised to get it passed, and he did with enough tweeks to get it passed. It is now zoning law.
