Sounds like Local, Provincial and Private are all a go. All that's left is for Federal Gov to announce how much they're willing to put up.
If that amount is something low, Province might recommend BRT instead of LRT. Unless, Private offers to fork up more.
I don't know much about construction, but I would say earliest Fall 2021, most likely Spring 2022 start.
