While it is not as dependent on the forces of viewership, it does have to justify its budget somehow. The sweet honeypot of Trump outrage draws more viewers and far outstrips covering topics that affect smaller, regional Canada more. I find their radio programming far better than their television programming, as it is more attuned to local markets.
