I wouldn't be surprised.
The two main communities (of comparable size) in the township of Russell are Embrun and a town also named Russell.
Traditionally Embrun was very predominantly francophone and Russell was very predominantly anglo.
But in recent years Embrun has gotten more anglo, whereas the demographics of Russell have remained more stable (ie anglo).
