Not mentioned anywhere is the deeper question of why people are driving alone to downtown Tempe. Of course, not everyone will take light rail, bus, or streetcar, but a lot more could than currently do. State Press should be looking at what incentivizes various commute modes rather than assuming single-occupant car traffic is a constant that must be accommodated in a free-flowing state. Maybe start by looking at cheap parking and pricey housing as underlying causes of people making long commutes to Tempe.
