Also, spending more money on LRT means less for bus networks. Ottawa has the Transitway. Also,

BRT has never really been done too well in NA in general. I think the problem is mostly that BRT only works to its strengths on secondary routes in NA, the routes that get less money and attention. Most cities haven't gone to that point.
