The only reason I can think of for the lack of traffic signals is that because many of the intersections are so close to each other, there would be a back up of cars at the next intersection unable to go through a green light causing traffic jams which could potentially be more hazardous to pedestrians. Ideally, there should be flashing strobe signs warning drivers to yield to pedestrians crossing in a walkway triggered by a crosswalk button you see at most busy intersections. They have these at the Dell Campus in Round Rock. They are mostly along busy Green Lawn Blvd just north of Louis Henna. They are quite effective.
