I would take anything that comes out from BVZ's mouth with an extremely high grain of salt. This guy is a politician, so he'll say whatever the people want to hear. Basically, a snake oil salesman.
Again, you'd have to extremely naive to believe upgrading the tracks (even if it were feasible) would not come from taxpayer's money.
