The key issue is BC Ferries is a major intermodal transit hub that can be built up into into an even bigger transit focused hub. It is not about servicing intermediate stops it is about connecting that hub with the rest of region.
Driving a car on the ferries is expensive and can involve long waits. If there was a strong public transit option there would be fewer car on the ships.
