I can guarantee you that your first point was a factor. They have schedules and budgets and grants to deal with, but it is just lazy or stubborn indifference not to make adjustments. They knew about the Regina Bypass schedule for 5 years.
As for the second point, I very much doubt that is an issue. They did not say there is any imminent safety issue. They merely said it is deteriorated such that it is not worth repairing.
