Actually, Parkland is running at 80% capacity due to lack of supply, per this affidavit from Michael Rensing, the director of Low Carbon Fuels Branch in BC:

Also, given the disparity between BC and Alberta refined prices thanks to the glut of refined product in Alberta, any self-interested shippers could do well putting gasoline in the pipe to feed the BC market; why continue to sell into Alberta, when they have the capacity to sell into BC at a higher price?

So it is possible they won't ship more refined but it goes against business sense to do so; and with the additional capacity available, they could easily do so, and make good profit on it.
