It's open, we walked there today. The lookout near the bridge is easy to get to, but the ring dam lookout requires walking past all the construction. We weren't sure at first, but kept on going and no one said Boo to us.
That said, while the flow through the open dam is impressive (Ottawa Hydro has tweeted that this is only the second time all gates have been opened since the dam was built), the bridge lookout is more "exciting", as the cauldron is right below and right now has some impressive standing waves.
