Even a hotel event space on the highest hotel level in the podium would probably be a draw for events.

I recall seeing on one of those reality shows a couple searching for a wedding venue and the Bisha Hotel in Toronto
has an event space on the 43rd floor in the tower.

And apparently Bisha has a restaurant on the 44th floor (along with a pool):

I think the hotel rooms are in the base, then there are condos to 42nd floor, and the restaurant and event space at the top of the tower -
so not an unthinkable stacking plan.
