Lawsuit? What lawsuit?
What you have described doesn't sound like the rather mundane requests we've initiated with the regulator for compliance with a long-standing statute and one of the most important sections of Canada's Constitution (i.e 92(10)). MOOSE is not even a party to the City's Appeal -- that's between two levels of government.
Even our Section 40 request to the Minister just asks him to remove ambiguity for an existing order.
