I'd say it's because they serve a reasonably useful function, aren't terribly ugly and alternative provided is both expensive and looks terrible.

Is an 8 lane arterial, a dead ended Dunsmuir, and multiple huge congested intersections really more desirable than a viaduct which could very easily be prettied up?

There were all sorts of cool ideas for better integrating the viaducts into their surrounds in the 2011 Re:Connect competition. The city just picked the least innovative option, which incidentally was proposed by Larry Beasley, the previous head city planner.

I'm all for making the area better. I've lived a short walk away from there for the last 8 years. A strong road is just a crappy answer to a problem that nobody was previously asking for.
