Why is Winnipeg verus Halifax a fair comparison? What are the two similarities between the two cities that would suggest this?

Perhaps we can get someone to superimpose the size of Halifax's downtown on top of Winnipeg's to get a sense of the scale difference. Let's not even start about the differences in Geography that may help explain why one city has a relatively small CBD bordered by an ocean on one side and a hill on the other...

Winnipeg is fighting a downtown revitalization war on so many fronts it is not surprising every development seems like a drop in the bucket. Halifax? Not so much.

Halifax is a great city - but I don't see why we need to say what is happening there currently is any reflection on what happens in Winnipeg.
