I don't think so, because its not 2 lanes now. From the new Hwy 17 interchange, 99 is divided into two sections going north to the 17A interchange. They both have 2 or 3 lanes (only one of which is HOV). I know because to exit for Ladner (going north) you have to get into the outer set of lanes at Hwy 17 . . . if you don't, you're stuck and have to go through the tunnel to the Steveston interchange to turn around. I stupidly did this twice before learning my lesson.
If this gets built (post election) as proposed (10 lane crossing), there better be more lanes south of 17A to 17, and on past there (maybe dropping 1 each way) to White Rock/US.
