Seriously? The whole point of urban planning and transportation policy is to encourage behavioural changes, to ensure our cities and spaces can function as a system.

When there's hundreds of thousands or millions of people involved, the efficiency of the system is more important than the concerns of individuals. Cities are fundamentally communal spaces.
