i feel bad for the province in this really. if they raised the tax, everyone would be like
"god damn stupid money grubbing TransLink/Province!" and it went to a vote
"god damn stupid Province for putting it to a vote!" really, they cant win either way. in a democracy, the people get a say, just because you don't like what they say, the majority said it and that is how letting people vote works. it looks the least horrible to a government when they let the people have a say. just because the stupid people win, doesn't mean its the Provinces fault that most people are too stupid to see the big picture.
don't blame the Province for this, blame the people who VOTED

tolls are VERY different, i don't understand how you can't see that.
a Tax = every single person pays
a Toll = only the people benefiting pay
VERY DIFFERENT. huge difference. NOT THE SAME THINGS.
