We tend to concentrate on taller buildings and, therefore, our definitions tend to be centred more on high rise buildings. I doubt the rest of the world is that specific when defining a skyline. In any case, the terms are interchangeable given the context of the picture. You have skyscrapers of the business district and the trees outside Olympic Plaza/ City Hall.
