They weren't trying to repurpose it so much as they were trying to achieve the initial vision. Thunderbird House was built as the first building of what was supposed to be a multi-building complex.

It was part of a misguided effort to "clean up" the North Main strip before the 1999 Pan Am Games, mainly by demolishing a substantial part of it. To be frank, this 1960s style urban renewal flat out sucked in terms of what it did. It did nothing to improve the area but still soaked up a bunch of money. So I'm surprised when anyone who has been paying attention to what has happened there in the last couple of decades would want more of that kind of "renewal" in the North Main area.
