There are very few cities in Canada which offer residents a safe harbour swim. Typically there is insufficient waste water treatment (secondary and tertiary), or the occasional discharge of raw sewage despite treatment plants (e.g. Halifax). Hamilton has improved its waste treatment but Bayfront Beach has these other, intractable, problems.

Was its launch in the '90s a case of wishful thinking and political grandstanding?
