The renders are from September 2015 so they aren't that old. The project though status wise is still in review so no plans have gone to council or public hearing. That means it is still likely a ways away.
I know Surrey wants any tower at the corner of 108th to be what they would term "iconic" and also to be quite tall, so there is likely a lot of back and fourth happening.
Tien Sher is also a developer that tends to be amazingly slow at developing things lately. I think the fire that happened a few years ago that burned down one entire building during construction set them back project timeline wise for a lot of these follow up projects.
