Harper's best PM numbers are still lower in Quebec than they are in Ontario or certainly the Prairies.
Another interpretation. There is a constituency for Conservativism in Quebec. Harper like Mario Dumont in the 2007 Quebec provincial election on a similar reasonable accommodation theme may be about to capture it (if the recent polls are to be believed).
