I don't think it works that way. Besides, there were 20k more "No" voters from the City of Vancouver than Surrey.
If you really want to know which comes first, the next step is watch the Federal Election and see which party wins within the cities and which party end up forming government. Then do the same for the next Provincial election....you get the idea.
