I would not call downtown filthy, but the city does need to step up its game for garbage collection (especially on the weekends) and power washing (no joke Granville Street should be power washed every week at best, every month at worst).
You would think that a city with such a massive green agenda would be far more concerned about garbage collection.
Also, a city as dark as Vancouver for half the year need more lights / lighting, not less.
I fully support a strong push for low energy use lighting technology to save energy, but not dimming down the city itself. Not to mention less lighting creates more dark spaces for crime at night (hence Translink has been going to opposite direction and train stations are brighter than ever now).
