I would love a pool and hotub on the roof! I wouldn't be too concerned with the cost of up keep. The key is to have a council that would budget appropriately for upkeep.
It's buildings that don't use their roofs at all that I find such a waste. I mean at least put a garden/common area for residents to enjoy
