According to this website, the last of the station upgrades to 4-car capacity will be completed in late 2014, but they aren't expecting to start 4-car trains until late 2015. Why the 1 year delay?
They basically need a minimum of three new vehicles before they can have a 4-car train, without reducing the number of trains, as the new LRVs wont be compatible with the old ones. After the delivery of the first LRV they can start training drivers while they wait for a few more.
