Because there's nothing good to walk to. The last mile connection on the employment end is just as bad as it is on the residential end. Using transit is too difficult.
But it's a chicken or egg problem. We don't build good TOD because there's no demand, but there's no demand for TOD because we don't build convenient TOD.
