When it comes to estimating population growth, I think it's better to look at the number of bedrooms rather than the number of units especially in the downtown core where apt tend to be considerably smaller due to higher prices.

I think the general rule of thumb for downtown growth tied to construction is roughly one bedroom represents 1.3 people because a couple with no kids are more likely to have a one bedroom apt than if they were in the suburbs primarily due to higher real estate prices.
