It is quite easy to go back a few years by doing an internet search.
HRM commissioned a study in 2007 on expanding the WTCC. WHW Architects was the firm chosen to do the study and included the 2-block Midtown Tavern/Herald site as a possible location. At that time (2007) those blocks were not owned by Rank Inc. Here is a link to the WHW study -

Since Rank Inc. took the risk of buying the site and preparing a proposal for the RFP then in my opinion, good for them. Halifax and Nova Scotia needs more risk takers to grow the economy. Often such risk takers end up losing almost everything that they have so I am hoping that the convention centre and Rank Inc. will be a success story.
