That's like a sporty update of a look I used to call "the full Ottawa". It consisted of a hooded hydro parka worn with dress pants tucked into heavy winter boots. My first winter in Ottawa, I realized it was a matter of survival, so I cut them some sartorial slack, as I shivered in my cashmere overcoat.
For some reason, the full Ottawa is not as common as it was thirty years ago. Climate change perhaps?
