yeah, pretty much. They only have sidewalk and a lane of traffic blocked of and some space upfront by Schuykill Ave. They've been parking concrete trucks on 30th between market and chestnut while they wait for their turn.
Actually now that I think about it, they might be driving all the construction materials to the empty lot on the other side of the parking structure. Walnut side where Cira Center 2 is suppose to be... and the crane just lifts all the stuff over the parking structure and to the construction side. That lot is pretty big and easy for construction trucks to access. I'll check during my lunch break if this is true.
