In 30-50 years Surrey/Burnaby/Coquitlam will rival Vancouver in density and importance..
But seemingly visual impact / aesthetics / noise / blight / disruption / crime (and whatever other externalities you can think of) are only being taken into account in Vancouver.

Tunneling really should be considered for Surrey. They don't need rapid transit that bad, so I really don't think it's unreasonable to wait a bit and save up the money needed to tunnel there. Like I just said, it takes care of the problems of surface LRT being slow and elevated guideways "destroying communities"
Also, Surrey's rise to Lower Mainland stardom is pure marketing. No matter how many people start to live there, within a metropolitan area the populations of the individual municipalities have no correlation to power.
