Of course it is, but it didn't use the old division of land into long, narrow river plots like they did in Manitoba back 200-300 years ago, don't you know anything with a faux historic element gets eaten up here. Who exactly is on the panel that chose the horrific plan anyway, maybe that's an underlying problem right there.
