Regarding the PAC tower, the architect of the theater told me that they when demolition and construction start for the PAC that that crew will be responsible for demolition of the space for the tower, as well as foundation work for the tower, and possibly the first floor. That will allow the tower to be built when demand requires without major disruption of the theater due to underground work. Similar to what occurred with the base of the Cascade at City Creek.

I too hope that the tower construction will commence shortly after, if not at the same time as the PAC. I would venture to guess that the tower construction will be predicated on Hamilton Partners finding a major tenant for the new building, as was the case with Goldman and 222. It's time to lure not only another regional headquarters to SLC but to lure a corporate Headquarters to downtown SLC. California is ripe for the picking and is primed to do the wooing.
