I think one thing we need to consider is that new apartment buildings are, for the most part, never going to have the same attention to detail as a condo building. There are exceptions obviously, but the transient nature of renters doesn't necessarily require apartment developers to include all of the nicities of a building that people are using as their long-term primary/secondary residence.
