If you changed London, Ontario to Treeville, Ontario tomorrow, no one would know where you'd talking about, so in essence, London, Ontario is already branded.

London, Ontario is like the 'no name' brand to the actual London. Being the copycat to such a well known city is so incredibly lame.
Yes, this Ontarian city is of course branded within the province. My point is that name distinction is more favourable for a potential international presence. And considering places named 'Windsor' are as common as pennies, you may consider a change as well; although, I don't recommend returning to 'Sandwich'.
