Yes, the SaskTel building further up the block has some sensitive equipment in it, but the black building at the corner of 12th & Lorne has *windows* on the ground floor. This means it is not an integral part of the secure building. Telecom central offices do not have windows for the first 2-3 storeys, and have interesting security on the inside, particularly in places where armed conflicts are ongoing.

I'm guessing that there is more flexibility with this portion of the building than we may first assume. Though, convincing SaskTel to open up part of the building would likely be a challenging negotiation.
