Trust me, a thorny barrier will not work. What might help is to paint crosswalks at the intersections which would help drivers know it is a crossing and help the people who try to cross safely. But in reality, nothing is going to stop the jaywalking and a fine isn't going to get paid in many cases. It's hard to change " I don't care or don't know".
