^ exactly, the capital corridor connects two large metropolitan areas. smart just connects two outlying bay area counties.
it should be noted that smart IS needed however. large stretches of 101 have 'F' levels of service during rush hour and widening the freeway past the planned/current 4 lanes in marin and 3 in sonoma is physically, politically and economically infeasible.
