Time for Vancouver to Tear Down Its Viaducts?

You can thank Gregor Robertson and past COV governments for trying hard to drive away businesses from the downtown core. How about give massive incentives for businesses to set up shop in downtown (and build more business towers and convert some of the older, run-down condos into business towers), and raise taxes on businesses trying to relocate to business parks in the suburbs?
