None of the PDFs for the Circle Drive South Project load for me, you think a 200 million dollar project would have a bit better presentation. The site is just a piece of garbage to be frank. The City of Regina's website is actually very nice and clean and so much easier to navigate. If I'm thinking of relocating to Saskatoon from The States or something and see this garbage on my screen, screw that I'm moving to Regina instead.
Just saying since there's not much else to talk about.
Speaking of the CDS Project I was driving around the city and have to say I was darn impressed with all the work they're doing. The amount of heavy machinery they have going is just incredible.

You would think if you were so offended by the website that you would mail them complaining about it, especially if it's something you regularly visit. Saskatoon is by far more exciting then Regina. The population is larger and the city does have that much more to do. Hopefully you make the more exciting decision!
