How are they not "bread and butter"?
Public schools are failing on the North Side too, except for the small few that have a large group of motivated parents with time on their hands.
Parks, roads, and transit service are fairly well-maintained and well-run across the city.
Crime is much higher in these areas, but what can be done to solve the problem, and why hasn't CPD made any headway with the problem even after adopting the successful practices that other cities have used?
