There really is no room to grow in North End Dartmouth or North End Halifax. That area is pretty much full except for Shannon Park. They are not going to start redevelopment of older areas until there is demand for it, and the demand is now in South Dartmouth. There is a huge amount of construction going on there, and twinning the Mackay will not stop it.
